I just spent some time on the hotline as I activated third party providers and it didn’t change a Skype call getting the do not disturb message, it still does. They informed me this functionality has a technical problem at the moment and is not working as it should. They suggested to keep trying over the next few days. So during this process we tested removing the various call filters and that did not solve the problem either. I suggest everyone who has this issue speak to the technical hotline (I was transferred 3 times) to let them know it is not functioning correctly.
