Normally the installer who installed the new cable does this with a message.
If no report has been received yet, try calling the hotline 0800 800 800.
The hotline may then have to pass it on to the second level, but it may also be that they can do it themselves.

a) You had no problems with the line, the history data is without any abnormalities
b) Some idiot tinkered with the line while the router was switched on -> Bum: now you’ve got free stabilization in 2 steps!
Why would you let someone do this who doesn’t know what will happen if you leave the router on? There are technicians from CX or partners who know what they are doing and then take the final measurements of the line using the optimal parameters.
As a penalty, you can now wait 90 days until qualification takes place. The few mbps less doesn’t hurt. There must be no resync during this time so that a step is relaxed. It then takes another 20 days for the second step. And no, I don’t see any manual intervention so far. There must be punishment 😁🤣
