Basically, you do not have to inform the sender that his mail has blocked or received a limit, because the sender gets a bounce message with the URL to fill out the contact form. The bounce message is sent to handle the requests individually, if the contact form is filled out.
Swisscom must protect its own infrastructure against threats from the Internet (Phishing, Spam, Malware) and this includes the customers who trust us. Swisscom must also comply with laws and there is no room for interpretation.
The terms and conditions are for the customers and are kept general. We cannot go into all the individual cases that exist.
This new rule does not conflict with the IP reputation rate limit. There are several sets of rules that are used. A code is stored in the bounce message and it describes which mechanism it is that has been used. Here is the selection of codes that can be responsible for a rate limit:

The sender will have to fill out the delisting form if he wants to deliver the mails to Bluewin. This is the only way to offer support and perhaps also a solution.
