Is it legal for operators in Europe to "lock" a phone and thus prevent it being used with a Swiss SIM card?

I dont think so, why should a european operator do this? Their fees are much cheaper and in comparison to swiss plans much better ...

I don't think it's legal either, there are ways to steer the user towards not using the Swiss SIM, it's not necessary to intervene in such a way.
