I believe there is a possible issues on one of the links between Swisscom(IP-plus) and cable&wireless. As you can see below it depends on your source IP range of your internet connection:

I have now an IP on the range 85.1.x.x and I'm having difficulties in accessing sites hosted in Portugal for example.
