Transfer throughput from NAS capped at 100 mbit?

I have observed that no matter how fast the drive connected to the Internet Box 2 via USB 3.0 port is, the transfer speeds from any connected drive over the network (either Ethernet or Wi-Fi) do not exceed 12 MB and are 9 MB/s on average. This made me thinking if the throughput is capped for some reason?

Is there any general limitation with NAS functionality, because this is now my second NAS related issue after this.

Would IB3 address these issues?

Replacing IB2 with IB3 and upgrading the network infrastructure to gigabit improved the situation. 24 mb/s instead of previous 9 mb/s max.
