Issues with roaming in the UK on Android phone

I am in Scotland and have enabled roaming on my Android mobile phone (Samsung). I have 5 bars showing on the top left with the letter R showing too. To the left of the bars, I see 4G and the "out" arrow (the one on the right) blinks slowly. The "in" arrow appears to be inactive.

I can't work with the internet at all, which is extremely frustrating. I have often travelled to Scotland and this has never happened before. I rebooted my phone and changed the network operators from automatic to individual operators. None of this helped. Does anyone have a solution?

Depending on your current charges, you may have reached your roaming limit. Check your current charges, mobile subscription and buy data packages if necessary.

Thank you but as far as I can see it has nothing to do with my package. I have 39.62 GB out of 40.GB remaining!

check that mobile data is activated on your Android mobile phone (Samsung)

In my experience, changing the provider helped.
