I can only confirm this for the zip code 8117. It’s been an absolute disaster since November 5th, 2013. The speed slows down dramatically from around 4:30 p.m. I have 20Mbit/s download speed during the day, steadily less after 4:30 p.m. The peak is reached around 10 p.m. with a download speed of under 1Mbit/s and a ping time of over 100ms. The Internet is unusable like this.
