Not sure it's an issue with iPad (am using latest iPadOS 18.0.1 on a iPad 11 (3rd Generation)) as I was able to download at next hotel on my trip (and at home of a friend). It has happened before and I've learnt to be patient. Maybe some hotel WiFi networks restrict amount of download etc..
However, the crash that caused the App to lock and requiring delete/re-installation is a concern as you then have start all over again.
