Subscriber cannot be reached on Apple Watch (with its own phone number but sans linked iPhone)

Apple watch with its own mobile number (but not linked to an iPhone) does not reliably receive calls. Sometimes I can be in visible distance and proximity of the watch and I get “The Subscriber cannot be reached”.
It is very frustrating that we cannot reach the watch at all times as reliably as a mobile phone since it’s used for safety.

It doesn’t matter how close the phone is to the watch, it has it’s own mobile number and it establishes it’s own connection to the cellular network.

What you can do is to improve WiFi coverage at the site and hope that the WiFi Calling fixes coverage problem.
